In order (Top to Bottom)-

Todd Williams' neighbourhood

The concept art for Todd's street is very telling for the atmosphere of both what Kara is going to have to go through and a indicated on the events of the game as a whole. You can see the urban houses in the foreground, the looming changes of technology in the background adds a layer of questions to the future of Detroit. The use of fog in the background gives depths and adds to the focus of the piece being the car and the silhouette.

DPD Evidence server

The evidence server in the DPD is a very modern interface that the officers use to deposit evidence on cases. The concept shows a very simple room with a computer for androids to interface with to deposit evidence. Boutin's piece gives the room a sterile and clinical environment as most of the evidence would be digital and the physical copies are stored in the back of the room in containment. The simple colours of the room draws more focus to the middle hologram and the technology.

With Boutin's piece he makes the technology seem mundane and adds hints of it, making it seem like its a common detail in this time.

Lieutenant Hank Anderson's neighbourhood

You can see the contrast between the art for Todd's and Hank's streets. The detail given in making Hank's neighbourhood seem well of and inviting. The way the focus pulls the viewers eyes to one house in particular is a way to know which house is Hanks.

The texture used to add layers of snow is something I could use for sand and the different layers of focus is a nice way to staging the image so all the detail that you need is the first thing you see.
